How a preset works
- 1Open the photo or signature. The Form panel opens first.
- 2Choose the form and the field. The pixel size, the KB range and the DPI are set from the rule.
- 3Read the checks above Save: format, kilobytes, pixels, DPI and colour, each measured on the file that will be saved.
- 4Change the background or the edge settings if you need to; the checks follow every change.
- 5Save. The JPG is written from this tab straight to your downloads.
The rules in this release
Read on 2026-10-18. Two kinds of source: the issuing body's own page, and secondary write-ups of a notice. Secondary rows are labelled in the tool with “Check the current notice” and should be confirmed on the official portal before you upload.

There is no Passport Seva preset, because that photo is taken at the service centre, and no UPSC preset yet, because no current upload rule for it has been confirmed from the commission's own site.
Questions about form uploads
- Is this the official tool for the exam or the PAN application?
- No. It is a converter with the published upload rules typed in as presets, each with its source and the date it was read. The notice you are applying under always wins; where a preset comes from a secondary write-up rather than the issuing body, it says so and asks you to confirm on the official portal.
- What does the checks panel check?
- The file that will be saved, read back: that it is a JPEG, that its size in kilobytes is inside the range, that the pixel size is what the rule asks, that the DPI written into the file matches, and that it is colour where colour is required. A failing line says what to change. Save stays available either way.
- Why does the form care about DPI if the pixels are right?
- Some rules are written as a physical size — 3.5 × 2.5 cm — at a density, and a checker may read the density from the file. DPI changes only the print size software assumes, not a single pixel. The tool writes it into the JPEG header and reads it back.
- My photo comes out under the minimum KB. What now?
- A small, plain photo at a fixed pixel size can be smaller than the floor even at quality 100. The page says so with the figure, and where the rule allows a larger pixel size it can find the smallest enlargement that reaches the floor. It does not pad the file with junk bytes.
- Is my photo or signature uploaded anywhere?
- No. It is decoded, sized, checked and encoded in this tab. Nothing about it — not the picture, its name or the preset you chose — is sent anywhere.
